Then configure your psiphon as below

*When you exhaust the first which is "D to 5900"150m

Send "I" to 5900 to  wait for the confirmation message.

*When you exhaust the 150mb, send "Cancel7i" to 5900 to opt-out, wait for the confirmation message.

So till the following week that's why you can renew again

By send D to 5900

Then Cancel7d to 5900

After exhausting the 

150mb

Send

I to 5900

Cancel7i to 5900
